Per conversation, not per message. A conversation = a 24-hour window. Conversation types:
The "24-hour window" is the concept most teams underestimate. When a customer messages you, a service window opens and stays open for 24 hours. During that window you can exchange as many messages as you like with that contact — you are not billed per message. When the window closes, the next business-initiated message needs an approved template and opens a new billable conversation. Two replies an hour apart inside a window cost the same as one; two replies a day apart can cost twice.
A useful mental model: Meta bills the open of a conversation, not the messages inside it. If the customer opens it, it is free. If you open it, it costs the rate for that template category in that country. Everything you do to encourage customers to message first is a direct cost saving.

The spread between the cheapest and most expensive market is wide. A marketing conversation in India costs a fraction of one in the USA. The content is the same. The behaviour around initiation is the difference between a real bill and none. This is the single biggest lever most teams have.
